I'm guessing that this is drawing of an officer (i.e. lieutenant, captain, etc.) from the Joseon Dynasty because the armor is definitely from that era, but it was not worn by privates back then.
He should have a helmet, but I think the artist took it out to show more of the face & give the character more personality.
